here is an importer for Blender 2.67 :
it currently supports times in ascii structure, imports verts, faces, uv and vertices dumbbells (multimesh support)
now there's a little bit of assistance for parenting and armatures but it'h still pending/messy.
goals of the writer, which is usually me, are to import anything from times, and facilitates binary format.
. but I require opinions, hughs, spare time, and complicated testfiles to perform therefore ;)

Edit: Blender can Transfer.X. not really animations tho' and just one mesh. Up to version 2.49b it can export with animations. Therefore much better to write an personal plugin, because the delivered one is definitely garbage.

You can use Alin's DirectX Exporter for 3ds Max, It supports standard and DirectX shader materials, use it to export your scene data as DirectX (.times) file, after that import it into Blender.
